About the Department and/or College

Procurement Services is composed of the following departments: Payment Strategies (AP), Contract Management, Vendor Services, PCard, Travel Services, Strategic Acquisitions, and Business Intelligence. This position will oversee Payment Strategies and, eventually, Vendor Services.

Major/Essential Functions


  • Develop and implement training programs.
  • Establish and monitor team performance metrics to ensure timely and accurate payment processing and vendor management.
  • Build and maintain positive relationships with vendors.
  • Partner with vendors to explore cost savings, revenue generation, and process improvement opportunities.
  • Ensure compliance with all university policies, state and federal regulations, and Generally Accepted Accounting Principles (GAAP).
  • Lead preparation for internal and external audits, ensuring timely and accurate responses to audit inquiries.
  • Identify and implement innovative practices and technologies to enhance the efficiency and effectiveness of the teams.
  • Monitor industry trends and benchmark against peer institutions to adopt best practices.
  • Review and approve large or complex disbursements, ensuring proper documentation and authorization.
  • Monitor and analyze data to identify trends, anomalies, and opportunities for improvement.
  • Prepare periodic reports for senior leadership, providing insights and recommendations.
  • Review and implement controls to mitigate risk in the payment and vendor management processes.

Required Qualifications

Bachelor's degree required plus four years supervisory experience.

Preferred Qualifications


  • Seven or more years of relevant financial or accounting experience.
  • CPA or other financial designation.
  • Experience with ERP systems such as Banner or Workday.
  • Experience and success with developing and implementing key performance indicators and analytics programs.

Pay Statement

Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as the institutional pay plan. For additional information, please reference the institutional pay plan by visiting www.depts.ttu.edu/hr/payplan.
