BASIC PURPOSE:

Manages, analyzes, presents, and interprets highly technical environmental monitoring data for compliance with the environmental monitoring requirements of the MWRA's NPDES (National Pollutant Discharge Elimination Systems permit(s) and other regulatory programs.

SUPERVISION RECEIVED:

Works under the general supervision of the Program Manager, Environmental Monitoring.

SUPERVISION EXERCISED:

May supervise the work of contract employees and/or interns.

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Performs advanced statistical and graphical analyses of monitoring data from Boston Harbor, its tributary rivers, and from Massachusetts Bay, and prepares reports on the results to comply with the MWRA's NPDES permit(s) and other regulatory requirements.
  • Interacts with other MWRA departments to integrate environmental and operational data in order to optimize the environmental benefits of MWRA operations.
  • Tracks consultant progress, including review of invoices and progress reports, and coordinates consultant work with other related project activities.
  • Assists in the preparation of annual budgets and schedules, and ensures compliance.
  • Provides technical review of internal and consultant-prepared reports, data sets, and data analyses.
  • Drafts internal and external correspondence and reports of both technical and administrative nature.
  • Represents MWRA and participate on external technical committees and groups.
  • Presents findings to the regulatory and scientific communities, as well as the general public, through in-person interactions, written documents, and the Internet.
  • Makes policy recommendations to the Director of Environmental Quality based on monitoring program findings.
  • Assists in quality control and quality assurance for a complex environmental monitoring database. Tasks may include loading data, checking data, and documenting database corrections.


SECONDARY DUTIES:



  • Performs other related duties as required.


MINIMUM QUALIFICATIONS:

Education and Experience:



  • A Bachelor's degree in a marine or environmental sciences related field; Graduate degree in related science field preferred ; and
  • At least five (5) years of experience in environmental science/marine sciences; or
  • Any equivalent combination of education or experience.


Necessary Knowledge, Skills and Abilities:



  • Knowledge of the principles and practices of environmental/marine science.
  • Demonstrated ability to analyze and interpret scientific data.
  • Strong analytical and computer skills, including proficiency with relational databases statistical, graphical, and spatial analyses, including parametric, non-parametric, multivariate and multivariable analyses, and with spreadsheets, word processing, and database application programs.
  • Programming skills in commonly used scientific programming languages or applications (Python, R, Matlab, etc.) strongly preferred. Experience in geographic information systems (GIS) preferred.
  • Demonstrated ability to gather, analyze, and present technical information in a clear and understandable manner.
  • Demonstrated ability to lead a project team, and to communicate and work effectively in a team of scientists, engineers, and data professionals.
  • Strong oral and written communication skills.


SPECIAL REQUIREMENTS:

A valid Massachusetts Class D Motor Vehicles Operators license.

TOOLS AND EQUIPMENT USED:

Office machines as normally associated with the use of telephone; personal computer including word processing and other software, copy and fax machines.
