Regional Operations Director

General Summary of Position
The Regional Operations Director is a branch leader who assumes administrative and leadership authority and responsibility for the management and direction of the operational, clinical outcomes, personnel, and financial activities of the specified branch/region. Implements and maintains operational policies and procedures in consultation with Sr. Leadership, Clinical Operations Managers, and Quality. These functions are coordinated with the Executive leadership and other departments and are performed under all applicable laws and regulations and MedStar Health Home Care's mission, vision, and values.
The Regional Operations Director maintains and demonstrates current knowledge of home health care clinical practice, providing leadership and expertise for quality healthcare delivery. Contributes to the Operations strategic plan and annual goals and is accountable for the implementation and attainment of these goals within the defined branch. Leads special projects for their designated agency as well as oversees specific agency designated duties. Provides continuous support to teams within their respective branch by role modeling best practices and facilitating compliance. Promotes a culture in practice to assure MedStar Health Home Care's mission of a Patient First environment and SPIRIT Values, enhances productivity, role engagement and job satisfaction.

Primary Duties and Responsibilities

  • Acts as a change agent within a rapidly evolving health care climate.
  • Assures that operational performance is conducted in accordance with Federal and State regulations and The Joint Commission standards as well as OBQI standards.
  • Assures the financial viability of the service area/office through sound, flexible budget management and understanding of the reimbursement environment through the use of appropriate reports and ongoing monitoring of agreed-to metrics.
  • Assures the implementation and compliance by the staff of all policies and procedures.
  • Completes annual Code of Conduct, Compliance, and other mandatory training. Complies with governmental and accreditation regulations.
  • Develops and contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Ensures compliance with hospital/facility policies and procedures and governmental/accreditation regulations.
  • Ensures operational processes and procedures are functioning optimally to allow for timely billing, assuring proper cash flow and decreasing DS0. Participates in the proposal, development, and negotiation of contracts with hospital payer sources, government, and private agencies.
  • Oversees employment decisions within policy and procedure, including hiring decisions, assignments, promotions, transfers, and corrective actions in collaboration with Senior Leadership and Clinical Operations Manager for designated service area/office.
  • Leads special projects for their designated agency as well as oversees specific agency-designated duties.
    Provides continuous support to teams within their respective branch by role modeling best practices, and facilitating compliance.
  • Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings serves on committees, and represents the department and hospital/facility in community outreach efforts as appropriate.
  • Provides clinical and managerial leadership to patient care staff. Works with all MHHC leadership in integrating workflow of all care providers to create a harmonious patient-first environment while adhering to regulatory and reimbursement guidelines.
  • Responsible for collaboration, leadership, and oversight for agency metrics.
  • Works collaboratively to improve patient satisfaction and employee satisfaction.
  • Leads annual flu clinics and other identified agency-specific initiatives and projects
  • Works in conjunction with business development and oversees program development, disease management service-line development. Markets, designs, and collaborates with system subgroups to align program development with system initiates. Makes presentations in collaboration with business development. Oversees programs and works closely with operations to oversee the development and execution of programs.


  • Minimum Qualifications
    Education

    • Bachelor's degree in Science required
    • Master's degree strongly preferred

    Experience

    • 3-4 years Management experience showing progressive responsibility related to patient care and multidisciplinary team management; experience in clinical care development and supervising care of patients and supervision of team clinicians regarding patient care and coordination of services required

    Licenses and Certifications

    • At least one license in the following jurisdictions: Maryland/VA/District of Columbia RN License or therapy/allied health license must be obtained within 1 Year required

    Knowledge, Skills, and Abilities

    • Extensive working knowledge of reimbursement and regulatory guidelines.
    • Demonstrated leadership skills, including the ability to apply sound principles of management and supervision.
    • Ability to accomplish targeted tasks through a defined strategic planning process.
    • Ability to work independently.
    • Excellent verbal and written communication skills.
    • Basic computer skills preferred.

    This position has a hiring range of $111,779 - $212,513
