AVP of Compliance (Remote)

This position is eligible for work by a remote employee out of the following states:

AL, FL, GA, KS, NC, OK, SC, TN, TX, or VA.

POSITION PURPOSE:

The AVP of Compliance will lead the implementation and oversight of the Credit Union's compliance program. The AVP of Compliance ensures the Credit Union adheres to all federal and state regulations and internal policies and procedures. This role involves identifying, assessing, and mitigating solutions to compliance risks for new and existing regulations. The AVP of Compliance should provide regulatory guidance, support compliance initiatives, and foster a compliance culture. Key duties include keeping Senior Management apprised of proposed and issued regulatory changes, monitoring regulatory changes, overseeing compliance in critical areas, and handling compliance-related complaints and inquiries. This role requires a strong understanding of credit union operations, extensive regulatory knowledge, and the ability to provide clear compliance guidance to all department and staff levels.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Regulatory Change Management:

  • Monitor regulatory agencies for proposed, pending, or newly implemented laws/regulations and changes to existing ones.
  • Validate and provide timely and relevant comments on proposed changes.
  • Establish strong rapport with CPM's regulatory counsel, the Carolina Credit Union League, America's Credit Unions, and other regulatory resources.

Regulatory Reviews:

  • Conduct regular regulatory reviews to ensure compliance with applicable laws and regulations

Advertisement and Member Form/Letter Reviews:

  • Review and approve marketing materials and member communications for compliance.

Complaint Reviews:

  • Analyze and address compliance-related complaints from members.

Compliance Guidance and Questions:

  • Provide compliance-related advice and answer questions from management and staff.

Project, Policy, and Procedure Reviews:

  • Participate in the development and review of policies and procedures. Participate in projects to provide regulatory guidance and ensure regulatory compliance.
  • Work with appropriate personnel to make sure proper controls are implemented to assure compliance with regulatory requirements.

Utilize Checklists and Testing Templates:

  • Implement checklists and testing templates for consistency and comprehensiveness with compliance reviews.

Intradepartmental Work:

  • Work with departmental staff with the development and expansion of quality control checks.

PERFORMANCE MEASUREMENTS

  1. Accurate and timely monitoring and implementation of regulatory changes.
  2. Effective validation and feedback on proposed regulatory changes.
  3. Thorough and regular completion of regulatory reviews.
  4. Accurate review and approval of marketing materials and member communications.
  5. Prompt and thorough analysis of compliance-related complaints.
  6. Provide clear guidance and answers on compliance issues, addressing audit and NCUA examination findings, and assisting with corrective actions as needed.
  7. Collaborate with the Training Department to develop detailed compliance training programs beyond BAI as needed, alongside the successful review and development of compliant policies, procedures, and projects.
  8. Comprehensive oversight of compliance in key operational areas.
  9. Ability to work effectively with all levels of management and staff.
Requirements

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Finance, Business or a related field.
  • Minimum of 5-7 years of experience in banking or credit union industries.
  • 3-5 years of regulatory compliance experience.
  • Compliance certified or seeking certification.

ADDITIONAL SKILLS AND QUALIFICATIONS:

  • Credit Union Compliance Expert (CUCE) designation preferred, or an equivalent certification, which must be obtained within the first year of employment.
  • Extensive knowledge of federal and state regulations affecting credit unions.
  • Strong understanding of credit union operations, policies, procedures, services, and products.
  • Excellent ability to comprehend and interpret policies, procedures, laws, regulations, and guidelines.
  • Effective communication skills, both oral and written, with the ability to interact with all levels of staff.
  • Must be able to work remotely in a primarily unsupervised environment with self-discipline, and prior experience in virtual work settings is strongly preferred to ensure suitability for this role.
  • Must be able to travel to designated areas within South Carolina as needed.
  • Proficient in Microsoft Office Suite and internet research.
  • Strong organizational skills with the ability to prioritize tasks and manage multiple duties simultaneously.
  • Sound judgment and discretion, with a strong ethical foundation.
  • Professional demeanor and the ability to project a positive image.
