Job Description |
The Accountant II manages two primary functions. The first is the creation, fiscal management and reporting of Harford Community College's Federal, State and other grants. The second is to provide professional accounting and financial reporting services for the Harford Community College Foundation (
HCCF). The grants accounting and reporting function is accomplished by performing system updates, managing financial reports and invoices for grantors, and working closely with the Director for Grants and Financial Aid Office. Duties related to the Harford Community College Foundation consist of performing system updates; reconciling
HCCF banking and investment accounts; recommending accounting and financial policies to the
HCCF Board; tracking
HCCF cash activity and investment accounts; and providing various financial reports. This position also creates fiscal year-end grant workpapers for the College as well as year-end
HCCF workpapers and financial statements. Serve on College Committees as requested.
Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.

Required Education |
Bachelor's degree

Required Experience |
Five years of accounting experience, including the preparation of financial statements and reports, as well as at least one year of experience in managing grants and budgets. |
Required Knowledge, Skills, & Abilities |
- Thorough knowledge of accounting principles, theories, practices and procedure.
- Solid understanding Microsoft products, with intermediate expertise in spreadsheet management, data analysis, and report creation using Excel
- Ability to create and configure grant-related records in SIS software, including budget entries and fund assignments
- Knowledge of, and ability to apply applicable policies, procedures, and/or practices.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively, both verbally and in writing.
- Ability to exercise a strong attention to detail.
- Expertise in tracking activity, reviewing expenditures, monitoring fund classifications and correcting discrepancies proactively
- Skill in utilizing sound judgement to make effective decisions.
- Skill in organizing, evaluating, and analyzing complex information.
- Ability to read and understand information and ideas presented in writing.
- Skill in using mathematics to solve problems.
- Ability to maintain complex accounting records
- Ability to prepare and review financial statements and audit report

Preferred Qualifications |
- Prior experience using the DOE G5 system
- Prior experience working with grants
- Knowledge of Ellucian Banner
- Bachelor's degree in Accounting, Finance, Bachelor of Business Administration or related discipline
- Certified Public Accountant (CPA)
