Operations and Controls Program Manager
Job Summary The operations program manager directly supports the Vice President Health Major Capital Projects in setting and implementing the strategic and operational vision, policies, controls and training of the department. Health Major Capital currently consists of roughly 50 project managers, analysts, estimators, finance and project support personell engaged in the delivery of over $7Billion in large, complex health care projects in the San Francisco Bay Area.
The operations program manager will lead the development and continuous improvement of departmental policies and procedures to effectively manage the design, construction, fit up and activation of a large portfolio of complex projects across a large geographic range.
This position will support the VP in the implementation and training of new policies with department staff, support the strategic initiatives of UCSF Real Estate Leadership Team and collaborate with members of other UCSF Real Estate departments in the develop and alignment of policies, procedures, standards, training, and staff development.
Candidate will possess detailed knowledge of the design and construction industry and previous experience with writing, implementing and training on process and controls. Specific knowledge of procurement, finances, contracting, project management, construction management, and reporting is required for this position.
The operations program manager should have technical experience with design and construction including lean principles and be able to help construction training programs for project management staff. They will work with the VP Health Major Capital projects to develop a training program made up of UCSF content as well as design and construction specific content to support the growth and development of people within the deparment.
The operations program manager directly supports the VPs day to day operations in leading a diverse department of professionals in the delivery of complex projects, working to align systems, develop consistency in reporting, dashboards, financial projects and program progress reports. The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $115,000/yr. - $147,000/yr. (Annual Rate). Department Description The organization of UCSF Real Estate is focused on the development, planning, delivery, and management ofphysical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capitalassets andprojects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission. UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and management of facilities and a lease portfolio of 1M square feet across UCSF. Services are provided through the following departments: Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services, Benioff Children's Hospital Oakland Capital Program Management and support through Business Intelligence, and Finance, Administration and Operations.
The Health Major Capital Project Department is responsible for delivering the design and construction of new buildings and other major capital projects as assigned. Typical project budgets are hundreds of millions of dollars. Our goals are delivered through Integrated Project Delivery (IPD) methodologies. Current project delivery methods include an IFOA contract. Our vision is to be recognized as an innovative and collaborative owner through new processes, innovation of new delivery models, contracts, and commercial terms that will attract the most qualified teams. Our projects are managed in the Integrated Center for Design and Construction (Big Room). Our work emphasizes the development of highly integrated and collaborative teamwork. We fully support and integrate Lean tools in our project work.
The combined UCSF Campus and Health organizations include approximately 198 UCSF and 38 contract personnel; operating/recharge budgets of more than $62.2M per year; current year capital project expenditures of $900M; and oversight and responsibility for > $13.3B long-range capital development.
Required Qualifications
- Bachelor's degree in related area and / or equivalent experience / training.
- 8-10 years relevant progressive experience.
- Knowledge of the Design and Construction Industry.
- Advanced knowledge of applicable policy analysis techniques.
- Advanced knowledge of common organizational- or research-specific and other computer application programs.
- Advanced project management skills.
- Advanced knowledge of PowerPoint and Excel.
- Thorough knowledge of organizational or initiative processes, protocols and procedures.
- Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
- Ability to use discretion and maintain all confidentiality.
- Ability to multi-task with demanding timeframes.
- Advanced analytical / problem-solving skills.

- Knowledge and Experience with Lean Construction.
- Technical Writing Skills.
