The Director of Capture Management at Optum Serve leads and manages a team of capture managers while overseeing strategic capture efforts for high-priority federal healthcare opportunities, focusing on the Department of Veterans Affairs (VA), Defense Health Agency (DHA), Department of Defense (DoD), and Health and Human Services (HHS). This role is responsible for building and developing a high-performing capture team, establishing capture excellence processes, and ensuring successful execution of multiple concurrent pursuits that leverage Optum Serve's healthcare expertise, technology solutions, and service capabilities.

Primary Responsibilities:

Team Leadership & Development



  • Build, manage, and mentor a team of capture managers, providing guidance on capture strategy and professional development
  • Establish performance goals and metrics for the capture team aligned with organizational objectives
  • Conduct regular performance reviews and provide ongoing feedback to capture managers
  • Create and implement training programs to enhance capture team capabilities
  • Manage resource allocation across multiple pursuits to optimize team effectiveness
  • Foster a collaborative environment that promotes knowledge sharing and best practices


Strategic Capture Leadership



  • Oversee multiple concurrent capture efforts led by team members
  • Review and approve capture strategies developed by team members
  • Provide strategic guidance on high-priority or complex pursuits
  • Guide business development teams in customer engagement strategies and opportunity qualification
  • Brief capture status and strategy to senior management, providing regular updates on pursuit progress and probability of win (Pwin)
  • Establish and maintain capture processes and best practices across the team


Customer Understanding & Win Strategy Development



  • Guide capture managers in building deep understanding of federal customers' mission requirements
  • Review and approve win themes and value propositions
  • Ensure consistent quality and approach across all capture efforts
  • Foster senior-level relationships with key customer stakeholders
  • Direct strategic teaming decisions and partner relationships


Capture Process Management



  • Develop and implement standardized capture processes and tools across the team
  • Establish quality control measures for capture deliverables
  • Oversee capture budgets and resource allocation across multiple pursuits
  • Create and maintain capture metrics and reporting standards
  • Drive continuous improvement in capture processes and methodologies

Required Qualifications:



  • 5+ years of experience in a leadership role with a proven track record of building and developing high-performing teams
  • 5+ years of experience in federal business development and capture management with a proven track record of winning large federal opportunities (>$100M)
  • Experience with senior-level federal healthcare agency stakeholders and strong relationship-building skills, especially in the DoD, VA and/or HHS markets
  • Proficiency in capture management methodologies and best practices, and experience using project management tools (e.g., MS Project, Jira, Workfront)
  • Solid understanding of federal procurement processes, regulations, and acquisition trends
  • Proven ability to develop and execute strategic capture plans and establish capture processes
  • Proven excellence in executive-level communications and presentations
  • Proven ability to translate technical capabilities into compelling value propositions


Preferred Qualifications:



  • Formal capture management training or certifications, such as Shipley or similar capture methodologies
  • Experience with healthcare service delivery models in federal environments
  • Experience with commercial healthcare systems and solutions
  • Experience managing capture teams in healthcare or similar technical environments
  • Knowledge of healthcare technology solutions, including electronic health records, health IT systems, and healthcare analytics
  • Understanding of federal healthcare programs, policies, and modernization initiatives
  • Previous success with federal healthcare modernization initiatives

Residents Only: The salary range for this role is $122,100 to $234,700 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
