The Department of Civil and Environmental Engineering in the Statler College of Engineering and Mineral Resources is currently accepting applications for a Technical Assistance Provider.

About the Opportunity

This position will include responsibilities that support several projects related to training, technical assistance, and workforce development for operators and managers of small and rural water utilities in West Virginia and the Appalachian region. The collective goal of these projects is to provide technical and managerial resources to failing, marginal, or under-resourced water and wastewater utilities, and improve their operations and management, and promote safe drinking water and sanitation in the state and across the region.

What You'll Do



  • Training and technical assistance of water/wastewater utility personnel

    • Develop, coordinate, and lead training efforts for water/wastewater utility personnel and trainees on technical and/or managerial topics
    • Provide technical assistance to water/wastewater utility personnel and other stakeholders
    • Provide outreach to stakeholders on program services
    • Draft technical guidance documents including engineering reports, technology fact sheets, and standard operating protocols
    • Stay informed of new developments and techniques in water/wastewater treatment and management practice areas


  • Assessing regional water/wastewater utility needs

    • Manage, develop, and foster relationships with water/wastewater utilities through targeted outreach, utility visits, and conference attendance to identify opportunities for project partnerships
    • Conduct research and data analysis on community water system conditions and trends
    • Conduct stakeholder interviews and focus groups with water/wastewater utility personnel and other stakeholders


  • Support educational and training activities

    • Deliver educational lessons to K-12 students, including technical content and hands-on activities on water/wastewater treatment and associated career pathways for water professionals
    • Supervise engineering students, and other staff, on preparation of training and technical assistance materials


  • Sustaining program funding

    • Identify new project funding opportunities
    • Assist with grant proposal writing and preparation


  • Project management and reporting

    • Communicate with project Subawardees on project schedules and scopes of work
    • Facilitate team communication and scheduling meetings
    • Preparation of progress reports for submission to sponsors



Qualifications

  • Bachelor's degree in civil engineering, environmental engineering, environmental science, environmental health, or related fields from an accredited University.
  • A minimum of two (2) years of experience in water/wastewater and environmental sector.
  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.


Knowledge, Skills, and Abilities



  • Proven leadership experience in managing complex projects.
  • Strong communication, organizational, and interpersonal skills.
  • Ability to teach and train groups of stakeholders on technical topics
  • Ability to engage with a diverse range of stakeholders
  • Experience in water/wastewater and related sectors
  • Knowledge of regional water/wastewater challenges and opportunities
  • Extensive knowledge of relevant water/wastewater treatment and operations topics
  • Exceptional organizational, time management, and project management skills
  • Excellent attention to detail
  • Proficiency in Microsoft Office Suite including WORD, EXCEL and POWERPOINT
  • Strong ability to multi-task multiple projects
  • Ability to write and edit effectively
  • Ability to work in a team effectively


Preferred Qualifications:



  • Master's degree in civil engineering, environmental engineering, environmental science, environmental health, or related field from an accredited University.
