Ignite Digital Services is seeking a mid-level Program Management Consultant to support to assist our government clients with day-to-day business operations support. This role is critical to ensuring effective oversight, tracking, and completion of taskings and actions required to run the Office of Naval Research (ONR) and Advanced Technology Research (ATR) IPTs. This role will work across multiple domains with stakeholders at all levels to provide support in a variety of functional areas including contracts, finance, logistics, program management, data visualization, and process improvement supporting the two IPTs business operations processes.

Key Responsibilities:



  • Identify deficient processes across function domains within both IPTs and implement solutions to increase efficiencies and effective utilization of resources to provide client value using Microsoft Power Platform tools.
  • Work closely with the Government Business Finance Manager to oversee the tracking and reporting of 50 projects capturing updates for all funds received, manage spend plans, and ensure incorporation into weekly financial dashboard to provide insight into discrepancies from established baseline spend.
  • Work alongside the Acquisition Manager to develop purchase requisition packages for contract modifications to ensure continuity of support received from other vendors supporting the IPTs.
  • Work with IPT technical leads and Acquisition Manager to identify work scope for new contracts within the IPTs. Work to develop acquisition documents for these contracts including the PWS, cost estimate, and other documents as required by NIWC contracts officer.
  • With inputs and assistance from Government PMs, lead efforts for cost estimation for new projects within the IPT.
  • Oversee and manage the IPT KM site ensuring all information is up to date and captures new work performed within the IPT, leverage the SharePoint environment to drive efficiencies for how work it performed for supporting functions.
  • Support the Gov logistician with management and inventory of received inventory and develop process for how to track and managed receipt of new equipment received.


Qualifications:



  • Work Experience - 4-6 years' experience supporting Department of Defense acquisitions in a program analyst role.
  • Education - bachelor's degree in business related curriculum, management information systems, or engineering
  • Strong understanding of Defense Working Capital business model and financial processes
  • Understanding of contracts acquisition lifecycle and processes. i.e. Development, negotiation, award, sustainment.
  • Knowledge of Navy ERP system, transactions, and reports to manage finances in a DWCF business
  • Familiarity with project management and collaboration tools. i.e. Jira, Confluence, MS Projects
  • Nice to have - Familiarity with Microsoft Power Platform Tool suite, PowerBI, Power Automate, Power Apps, utilization of SP, and MS Planner
  • Nice to have - PMP or DAWIA Level III Certification



Work Schedule:



  • Mon-Friday (2-3 days a week on-site) - Charleston


Salary: $85,000 + dependent on education and experience
